The deputy of Jogorku Kenesh Mairambek Rasulov proposes to provide suspects of committing crime the right to phone call. Relevant bill of Kyrgyz Republic «Additions to certain legislative acts of Kyrgyz Republic», - was posted on the website of parliament.
As noted in the document , the draft is aimed at giving one phone call right to suspects of committing a crime, so they could notify his or her close relatives about his or her location. Since the time of actual detention suspects can call their relatives to avoid psychological trauma, moral suffering and costs spent by their relatives in search of them.
«Necessity and expediency of the bill is that, Kyrgyz Republic Code of criminal procedure does not give suspects the right to one phone call to their relatives», - the document notes. The bill makes an addition to paragraph 5 Article 40 Code of criminal procedure of Kyrgyz Republic, which says that a detained is entitled to one phone call within three hours of his actual detention.
Furthermore, the bill proposes to provide suspects with the right to phone talk not less than once in a week.
As noted in the bill, neither the Code of criminal procedure nor the law of Kyrgyz Republic contain such opportunity for detained people, despite the fact that the laws are premised on the principles of humanism and human dignity.
